Schools Affected by RAAC List Revealed

THE list of schools affected by RAAC, which were confirmed by 30 August, has been published by the Department for Education.

The list shows 19 schools have delayed the start of term for safety reasons.  A further 4 schools have needed to move to remote learning indefinitely, while 20 schools have a mix of online and in school learning. Of the schools with RAAC present, 104 are providing face-to-face learning for all pupils this week.

The DofE has provided a caseworker for schools with confirmed RAAC to provide support. Funding for emergency repair work, including structural support and temporary accommodation will be available, the DofE says.

The department says it has received responses from 95% of schools built in the period where RAAC was used. Schools that have notified the Department of suspected RAAC will be surveyed within the coming weeks and supported to put mitigations in place, the government says.

Schools Affected by RAAC

Education Secretary, Gillian Keegan, said: “Thanks to the hard work of schools, colleges, councils, diocese and academy trusts, the majority of settings where RAAC has been confirmed have opened to all pupils for the start of term.

“We are also expediting surveys and urging all responsible bodies to tell us what they know about RAAC.”

Vacating Schools

The publication of the list follows the government decision to ask schools to vacate any buildings known to contain RAAC. The Chancellor has said public money will be made available to keep children safe. This includes paying for the emergency mitigation work, and temporary classrooms.

The department has committed £1.8 billion in capital funding this year to support schools to stay open. In a report issued in June 2023, the National Audit Office said government needs to commit £7 billion each year to maintain, repair and rebuild the school estate.

The department has asked all responsible bodies to respond to its questionnaire about the condition of RAAC by the end of the week.

INDUSTRY RESPONSE

The Construction Leadership Council earlier this week offered its support to help with managing RAAC problems in public buildings and set up a technical panel.

RICS has issued advice and FAQs on RAAC this week, while RIBA last week urged action on the condition of public buildings following its repeated warnings about the dangerous conditions of England’s schools.

Meanwhile, the TUC has called on the government to publish a national risk register for all public buildings.

RAAC In Schools Tip of the Iceberg

In a statement issued on 7 September, the union body warns that the RAAC crisis in schools is likely to be just the “tip of the iceberg” with hospitals, libraries, community centres and other public buildings also at risk.

TUC General Secretary Paul Nowak said:  “The school buildings fiasco has been a disaster years in the making. … It shouldn’t have taken another roof collapsing for the government to act.

“Where the government is unclear about the safety of buildings they must take immediate action to carry out risk assessments and make this information public. We must end the culture of secrecy that has prevented good decision-making and put lives at risk,”  Paul Nowak added.
