£20m Blackburn M65 junction 5 revamp set for go-ahead

Blackburn with Darwen Council is set to confirm preferred contractor Balfour Beatty will deliver a £20m remodelling of junction 5 of M65.

The scheme will see the M65 southbound and northbound exit slip roads widened from two lanes to three to ease congestion.

Consultant WSP has been working on designs for the project with previously Balfour Beatty selected under the Scape framework to carry out feasibility work.

The M65 southbound exit slip would be widened from two lanes to three and the entry slips in each direction would also be widened to allow for segregated left turn lanes for traffic entering the motorway.

If approved as expected at a council meeting tomorrow construction mobilisation will start from November to prepared for a January 2025 start on the 15-month project.

Earthwork’s activities will commence at the end of February, followed by drainage and ducting
installation.
